I could make the claim that 100% of men are potential rapists. 100% of women are potential thieves. 100% of children are potential terrorists. 100% of dogs are potential shoe-chewers. 100% of philosophy students are potential self-touchers. Why not, "potential" is a guess dressed up as an argument - it doesn't really lend itself to proof in any meaningful way until that potential is actually realized.
