I simply don't think Cassel is that good. At his age most players have full starting college careers under their belt but when Brady went down a couple of years ago it was the first year he started since high school. He's a tall guy and probably fairly intelligent but he just hasn't played enough to develope pocket awareness. You can see every time his first read is taken away he's lost in the pocket. Windows can close pretty fast in the NFL and if you think you have a good team you can't waste it with a pedestrian QB like Cassel. If I was managing that team I would release Cassel in the offseason sign Pennington to start for a season and draft a QB in the first two rounds in April. Pennington has a weak arm like Cassel and is injury prone but when healthy he wins games and is very adept at the short/medium passing game. He would be a good example for a young QB to learn from.
