I posted to Twitter at 2 am last night that this was going to happen. It's no surprise at all. Hawkesworth decided to go for who he thought would win. He berated Nenshi constantly, and even McIver. On the "top issues", Higgins is in the same camp as Nenshi, so this is a complete joke. He just doesn't want to lose to A) McIver (a man he conflicted with so often) and B) Nenshi (a man who challenged him in previous Aldemanic races).
