There are situations where I think 15 minutes of silence is totally appropriate.
Imagine the hard walls and floors of a gym and 150 kids talking like mad. The escalation of noise could get deafening if the gym was small enough.We have a company meeting once a year at our CEOs house and if the weather is bad, everyone crammed into his house it turns loud fast.
In a situation like this, you can't really say that everyone needs to talk quietly, because it could be impossible to enforce.
