Technically it's for upgrading from 10.5 to 10.6, but it's supposed to work from going from 10.4 to 10.6 as well (though I don't personally have experience with this myself, so I'd look into it more first). However, that does violate the End User License Agreement, so you'll have to decide if you're willing to do that.

I don't know, I know I'd be kind of miffed if I was expected to get a $100+ software upgrade on my 3 year old computer just to legitimately sync my phone, so I'd probably just download 10.6 off of a torrent and be done with it.
