Huh? He HAS to call the TO
before the snap occurs..same as any play. I have never heard of any other rule suggesting this is different just because a FG is being attempted. If what you say is true then I may agree with you, but I have never heard this before.
The reason that the official is beside the coach in these cases is so that the coach can be heard over a loud stadium when he calls a TO. IIRC, I remember John Fox talking about this a few years back.
