Considering Kassam's sketchy business practices, something just doesn't add up here. I could be seeing more into this, but it just sounds odd.

Ya, the whole thing is odd really. I mean Kassam goes from offering support to McIver to offer it to Nenshi (or vice-versa) when the two have almost nothing in common policy-wise! Its just a strange choice.
I don't know whether to think that Higgins would make a promise for Kassams support though. How many votes could he really bring with him? No matter what though, there is no way she would announce that she was pushing him to be the city manager. That would be political suicide!
