Of course, I don't think it's right and I don't think there's any excuse for it either.
But we're not talking about excuses (which means someone is excused from responsibility), we're talking about different factors that would contribute to the event, because it's not a simple thing.
It might not matter to you if they're 16 or 60, but maybe it should matter... at 12 or 16 the brain isn't done developing yet, how can a 12 or 16 year old be expected to make the exact same decisions as someone with a fully developed brain? I don't think they should, that's why we have more support and supervision for kids as they grow and learn.
