Not center ice, no. That would be out of position.
If you're skating backwards down the middle of your side of the ice (right side for me), and you see the opponent coming down along the boards, if you step into him now, it's a charging penalty. The announcer even says that if you take three steps before hitting someone, it's a penalty.
I wonder if they tightened up on the charging calls to try to force people to use the new hip checks instead. Whatever their reason, it's pretty ######ed.
