The use of effect as a verb is correct, it has a specific meaning that isn't always easy to communicate using alternate wording, although it is seen as pretentious in many cases.
I do agree that there is a tendency out there to 'verbify' words that shouldn't be, but this one isn't an example of that, it's been used in this way for a long time. And yes, I know I just 'verbified' verb....
