Last Year for example:
(1) Montana (12-0) def. South Dakota State (8-4), 61-48
Stephen F. Austin (10-2) def. E. Washington (8-4), 44-33
Appalachian St. (10-2) def. South Carolina St. (10-2), 20-13
(4) Richmond (11-1) def. Elon (9-3), 16-13
(2) Villanova (11-1) def. Holy Cross (9-3), 38-28
New Hampshire (10-2) def. McNeese State (9-3), 49-13
William & Mary (10-2) def. Weber State (7-5), 38-0
(3) Southern Illinois (11-1) def. Eastern Illinois (8-4), 48-7

All games except the final are at a home field. There a huge difference between a home game and two teams traveling and filling up a neutral site stadium.
Let's say you put Boise State into a 16 team tournament, they play an eighth-final at Cowboys Stadium, a quarterfinal at Ford Field, a semifinal at the Superdome and the championship at the Rose Bowl. Are you as a Boise State student going to all these games? I doubt you can travel for 4 straight weeks in January.
