If none of the smaller schools ever deserve a chance why are they in Division 1? Maybe we need a new division.

Playoffs work in FCS but it's on a much smaller scale. Teams are regionalized until the semifinals IIRC and don't have to travel much.
But FBS is a different animal. You have travel and tv, cities hosting games on short notice. Unless you have 'home' playoff games in a proposed FBS playoff, teams (and fans) will be travelling everywhere!
