I have to agree with Drew. The level of service in the Dominican was superior to Mexico. Pretty much due to the only thing in either Cuba or the Dominican to drive the economy is tourism, whereas Mexico being in a situation where it isn't nearly as 3rd world; you find people less eagar to please.
