If they knew that the one prisoner had HIV, and the other was to drunk to consent, then they should absolutely be fired.
They do have an obligation to protect prisoners from harm.
If a guy with HIV pounded a really drunk male inmate and the guards stood around and watched, there'd be a national condemnation of their actions.
