Well, I think they kind of set the bar when they "allocate" the funds.
It was in 2008 they set out to spend 25 M to "design" two bridges, so we can guess roughly 12.5 per bridge.
We now know the "Peace bridge" totals 24.5 M. (Design & construction)
The island bridge seems to be less complex from a construction point, though admittedly I have no experience in this field.... I'm purely guessing.

I think it will be better received because it is in an area that lacks access, it has gone through the bidding process for design. Does that include the bidding on construction? I don't think it does, as I understand it that would be the next step.
