Here's one I haven't seen mentioned yet:
The complete failure of City Council to create a simple and effective policy regarding approving secondary suites. Other cities have been able to do so, and the way the City does them now (on a case-by-case basis where each one goes to council) is archaic and has proven to be contentious and produce wildly inconsistent decisions.
