I think your body has a system in place to try and get you out of situations that could cause lethal harm. I agree with you there. But... if you put your head underwater, depending on the situation, you could as easily have your body put yourself into a worse situation than to get your head out of the water. Same with the bag.
Your statement suggest that your body will save you, no matter what. While I agree that your body will fight, it can only do so much.
And I think it is a mental thing as well. I think if you truely want to die, you're able to give up easier, than if you really don't want to die.
