Actually, there's significant data that shows that the ligament after Tommy John surgery is often strong than before. It's not unheard of for pitchers to throw harder after surgery than before.
Terrible luck, but Strasburg's delivery and approach to pitching had me peg him as a Mark Prior since I watched him at SDSU.
