I think it's something like this:
You pay into SS up until a set limit of $X per year. The only possible way to hit that limit is making over $106,000. So if you're in that bracket after say paycheck #21 of the year (assuming 26 pay periods per year) you've hit your magic X dollar contribution limit, the rest of your checks won't have any more SS deductions.
