Independant non bias advice starts here:

Buying used from a dealer is the way to go now. Almost all major brands offer some sort of certified program where you get a factory supported warranty and in many cases interest rate breaks. Also you are hevily protected from getting a pos. Dealers can no longer use the terminology 'as is' in relation to the sale of a used vehicle. Also delaers are pretty much forced to diclose any information known about the vehicle. Also most reputable dealers will offer a carproof report at no charge. If they are hesistant to offer you one, back away, and find another dealer.

Bias, shameless, self promotion starts here:

I work in finance Northland VW and right now we have interest rates as low as 0.9% on our used VW's on 36 month terms. A realistic rate would be 2.9% on a certfied preowned VW over 60 or 66 months. All certified pre-owned cars come with a 2 year 40000 km comprehensive warranty. If the car has any existing factory coverage remaining the 2 years and 40k is supplemental. So a car with 3 years and 60k left on factory coverage, leaves with a net warranty of 5 years 100K. Our certified plan is regularily ranked by by JD power at or near the top every year.

I have a ton of cars that would fit your budget, and would qualify for the 2.9% rates, and a used VW GTI would definitely be on the fun to drive list.
