Not sure I totally agree here. They have the potential to be and can in certain situations be flexible and adaptable because they can lift buildings or because they already have all the buildings.
However they also have the largest infrastructure requirement because you need all three - rax, factory, starport - plus tech labs, plus support buildings and eng bay/armory.
That's why they have an incredible ability to turtle until they're really kicking. A holed up, well defended macro'ing terran player can be tough to beat but it takes a long time for them to get there. Because it takes so long you see a lot of the pro's harrassing to buy time - with reapers, helions, banshees or even an infantry ball. They're not hoping to outright win the game, just buy enough time to build up the proper infrastructure.
That said if you're doing something like a 1/1/1, once you reach a certain point you do get that flexibility (because, well, duh, you have one of everything). But even then you might have to swap buildings (for example if you need a Raven for mobile detection)
It's not like you can throw down a gateway, see the opponent is going air then start pumping stalkers while adding on a stargate. One of the strengths of Protoss is that you can build a support structure and then warp in a tonne of different units from your Gateway (Zealots, Sentries, Stalkers, Dark/High Templar, Archons) So you need to time things so that you either a) have enough marines to deal or b) already have the factory and your starport under construction at the ideal time.
Yeah Terran can be super versatile but it's a heavy infrastructure investment to get there.
IliketoPuck, I know everybody says this...but watch replays of yourself. Click on your orbital command and run through on 8x. There should be an SCV training the entire time. If there isn't (and there probably isn't) then you now have something to work on
