His quoting of the UN High Commissioner is not totally in context. The U.N.'s take on Sri Lanka is that there are still a great number of challenges to face:

It is true that in the non-Tamil areas, things are improving and government services have been restored so you can't just say "I'm from Sri Lanka, I want to be a refugee". But if you are from the Tamil area, as the UN states, it's still chaos with no government services, it's unsafe for NGO's to visit, as the Amnesty link that I posted said journalists reporting from the area are being killed.
