Probably that period from 1998-2005 where mainstream consumer 3D technology was taking it's first baby steps you had to upgrade your computer hardware every 6 months or a year to stay current or play the latest games. 3D tech is also plateauing and converging. We would probably still be on that track if not for consoles becoming the focus of traditional PC developers and the focus of the gaming industry as a whole.
Because of all the development done for consoles with 5 year old technology, computer gamers mostly deal with console ports or equivalent cross-platform tech because it makes the most economic sense for devs. Companies that try to stray outside those boundaries and still give PC gamers the cutting edge get lambasted at first for making games people can't run (Crysis two years ago)...hence why Crysis 2 is designed for consoles in mind and actually has a weaker engine.
A good gaming PC you buy today will probably be good for as long as the Xbox 360 & PS3 is viable, yet render those games much, much better (if you so choose, again, the choice and freedom factor).
