The Brentwood Station Area Redevelopment Plan (SAP) was approved in November 2009. In fact, Rio-Can is gearing up for the first phase of their 4 tower proposal for the Brentwood Mall site. They held an open house a couple months back.

I'm not sure that's how it played out exactly, as it was a bit of a different process/circumstances. The Brentwood Station was already existing almost 20 years before redevelopment plans came about. Land use/redevelopment studies were part and parcel of the WLRT planning process before a shovel hit the ground on the actual line and stations.
