I just re-did my place before moving in.

We took wallpaper off, painted walls and baseboards, etc.

We did not use a primer but we got the combo paint where you don't need to. It goes on thick, and you should be able to do it in 2 coats (depending on colour you're at and going to) if you do it right. You should be able to tape, sand, paint in one night no problemo.

As for baseboards.... depending on how much you care about your flooring is how easy it is. If you care about the flooring, and are impatient, I'd say to replace them. Painting them can be a pain in the ass because you have to be careful and you tape the wall/floor, use a guard if you don't have a perfectly steady hand etc. If you don't care about flooring (ie/ you're getting new carpet like I was) then you can paint your baseboards in one night and drip everywhere...

White is a good colour for baseboards and trim stuff.
