I don't know about the asshat, but I don't think it's about evaporation. It's about systems, and if a low pressure system can stay relatively suspended over Pakistan bringing rain and a high pressure system over Russia bringing heat, I would imagine the same could occur in North America. Maybe there has been an extended low pressure system over Alberta this year? Further north, so you don't get the high temperatures but you still get the storms.
