For Rogers & Fido, it's much easier to get account credits put on your bill if you are renewing/extending. If you're planning on getting a new phone soon, I'd negotiate when you're ready for a hardware upgrade. That way you have the extra bargaining power of signing up for a new contract
and you'll get subsidized pricing on your new phone.
