Have something where the cops have the right to do a few things when it comes to driving stoned. There has to be a test in place that can help a cop determine if someone is stoned, like they do for drinking. If the cop believes you have been toking then give an automatic 24/48hr suspension. If you believe you are innocent then hand over your blood, if you decline to give blood make it a 14/30 day suspension. If you are caught twice make it a year.
People who drive stoned, drunk or tired (as the poster above says) are doing nothing more than being selfish and putting others in danger. With cabs, dial a driver services, friends/family, etc. no one has an excuse to drive when they don't need to.

Oh, I'm not disputing any of those things, but if there's a zero tolerance for marijuana, there should also be a zero tolerance for alcohol which is known to have worse effects than being stoned. The problem from a governmental point of view is that creating a zero tolerance law for the sake of legalizing pot would not be a popular move. And right now, there's not fool-proof way of determining if a driver is under the influence of pot.
Trust me; I'm all for legalizing pot. However I totally understand the limitations of the government in this regard as well. They need to create a law that can not only be passed, but also enforced.
