A.Yes, as long as the refundable security deposit is not more than one month's rent. The pet fee is not a security deposit as defined in the Residential Tenancies Act. It is a one time non-refundable fee. You can ask that it be a term of the tenancy agreement. It is up to the tenant to negotiate with the landlord about the pet fee if they do not want to pay it.
