I think the context is lost here. What was the context? Politics? Economics? War?

Economically, I can see why people would pick the Chinese. Not sure about the Russian vote, but perhaps they meant Europe more as a whole? The American economy is in the dumps right now - therefore, I don't blame people who pick China or rising industrial powers. China just overtook Japan as the world's second biggest economy.
