I don't know what the tint is on the glass, but even our 4:30 games there isn't an issue with glare. The rink does run east-west, and the ends aren't glass, which probably helps, but there's definitely direct light on the glass behind the benches at times. Beyond the odd feeling of seeing boats cruise past you when you're lining up for a faceoff I've never had an issue (except for heat).
If you're going to build a multi-story rink complex this seems like the best way to go. Otherwise you wind up with a big block of concrete, not exactly visually appealing, and therefore never going to be approved.
