well I believe last night was a watch, which means theres a good chance a storm can form in the area. if it was a warning you'd see the giant storm in the area.
If they didnt use them when there was a risk but only when there was a certainty of a storm and a giant storm formed and destroyed peoples plants you'd never hear the end of it. better safe then sorry.
