I think the government could set up a big enough buildings somewhere that they could make it worth their while and still keep prices at least at what they are now or lower. My biggest beef with making it legal is how good it will be if the government is growing it.

This. I am certainly not speaking from first hand experience (had some friends when I was young..enough said) but you're totally right. Everybody and their cat can grow bad weed, that is very easy. But to grow a very high quality strain that fully lives up to its potential, from my understanding, is almost an art form.
