Just as a side note, Ric McIver gave a speech here in Toronto on P3 projects at a conference not too long ago.

People walked out it was so bad. He had no idea what the hell he was talking about, and as a representative for Calgary, he managed to thoroughly embarass the city infront of many national and international delegates. He thought he was an expert in the material, and came off as a complete buffoon.

For something so important, the dude couldn't even do his proper research. The guy has no clue.
