Last I checked (and I could be wrong as it has been a decade) drinks come with a Value Meal. So the 2 cents of syrup and water is already included. In addition, even if he didn't buy a value meal and needed a quick fix, for $1 it's quicker and easier than going into a corner store or gas station where you can get the bottled stuff (albeit better quality) but for twice the price.
