There are two balconies on many Bromley Square suites, a wide one off the main living rooms, and a narrow one off the master bedroom. They are separated by a concrete divider that extends out to railing, so there is no way to move between them.
So if mom called his name from the bedroom, he may have tried to lean around the concrete divider to holler back at her and catch a glimpse. A fairly innocent mistake on the kids part with a terrible outcome.
