I hope you mean to say that they have gas flow outside production casing. Wells in alberta with surface casing leaks are a very expensive problem for O&G producers. There are not 5000 wells with surface casing issues in Alberta, if migrant gas outside surface casing was detected like explained in this thread it would need to be rectified with a liner or cement squeeze or something.
