I understand where you are coming from with P.A., but I can tell you from extensive personal experience that it has some real issues for a city of it's size.
The RCMP presence on the north side of town is much higher per capita than any area I have come across in Western Canada.
Granted crime happens in any city, and serious crimes can occur anywhere you go. That doesn't mean that P.A. does not have serious issues. We could debate about crime in Canada, and how it happens everywhere, that is a fair point. Where I am coming from is personal experience growing up in the area during the summers and feeling very wary of the surroundings.
Driving through P.A. on the way to the cabin reminds me of driving through Edmonton in the middle of November when there is no snow on the ground: it's dirty, it feels run down, and you can't wait to get the hell out of town.
Saskatchewan is a great province, and has a lot of great places to visit and explore (I really enjoy Waskesiu and the surrounding area). However if you want to circle a place on your map not to live, P.A. would be up there on my list, right next to Kindersley and Edmonton.
