Yeah, I can see that. Fair enough, since you've actually been there and haven't just created your opinion based on gossip. But I'll also say that P.A. and its problems get largely exaggerated (spent a fair amount of time there). Why do I say that? Because people get assaulted/crimes happen in all cities.
I honestly don't understand why people are so quick to jump on P.A. when it's unfortunately not uncommon to come across sketchy parts of town in any city. For example, my ex-boyfriend and I came across a place I didn't feel safe in downtown Calgary. It happens everywhere.
I've got a couple of different theories that together I think can explain it.
1. Some people tend to think that their hometown is the safest. So when a crime happens in a different city (say an assault in P.A.), we immediately jump all over it, ignoring the fact that you could just as easily be assaulted in your own hometown whether it be Saskatoon, Calgary, Vancouver, wherever.
2. P.A. is a much smaller city than Edmonton, Calgary, Saskatoon, Regina, pretty much everywhere (around 35,000 people). So word gets spread around a lot quicker; I'm willing to bet there's a lot that goes on in the bigger cities that nobody ever hears about simply because of the larger size.
