Of course it can't change overnight. And crime rates pretty much fell cross the entire country - so to be honest, that's fairly irrelevant if you are doing a comparison against another location. Given the timing of your link I'm guessing it's using the same numbers.

Total Crime: -5%/+1%
Homocide: -16%/+18%
Serious Assault: -6%/-3%
Property Crime: -7%/+1%
Total Crime Severity Index: -7%/-2%
Violent Crime Severity Index: -6%/+1%
Of course you have to keep in mind these are percentage changes from the respective levels of crime in each province originally. And if you do the comparison, it looks like it got worse relatively speaking in Sask.
(I care little for the CFL in general but the numbers interest me, just look at the housing thread.)
