A contract is a contract, and Rogers can't initiate a price change without your consent.

However, if you're moving it is you that is trying to change the contract. You are contracted to a rate plan, and certain services, one of which is your telephone number. By moving and requesting a new number you are asking them to amend your contract. Something they are happy to oblige to, however you have to take the rate plans of where your new location is.

Sometimes this is advantageous, such as moving from Calgary to Halifax. Sometimes it's disadvantageous, such as moving from Halifax to Calgary.

So to answer your question, no they just can't change your rate plan. However neither can you.

You're going to have to change the rate plan, stay with your old number and suffer potential headaches having a long distance number for the city you're living in, or simply cancel the contract with the cancellation fee.
