I'll step in and add fire to the argument that it's partially the neighbourhood. East Hastings is a war-zone, I've driven through it a few times and once even tried to cut through it to get to B.C. Place. Holy crap, that place is terrifing. Needles in the gutter, junkies running around screaming, cops everywhere. 25% of the population is HIV infected, the rest are at risk, 75% have Hep C. If I'm a cop and someone runs into me, I push her as a defense mechanism. It's automatic, I wouldn't even have to think about it.
The real clincher in this scenario is that they didn't stick around to help.
