To me it seemed like the cop had fake lats syndrome (FLS), along with the other two. The woman didn't know which way to get around him, probably mumbled something and got pushed.
Yeah it's a crazy neighbourhood but walking 3 side by side like that what did they think would happen. Somebody's going to stray into you. The people in hastings don't really go from A to B they just wander around.
In the end though I would just say apology accepted, and let karma take care of the rest.
