I don't think so, if you look at the part where they almost collide the cop steps to the left around her and when they pass her right arm is definitely doing something somewhere around the belt because after she passes him her arm comes last. When this happens he pushes her. I'm not saying it happened for sure but to rule it out 100% you need more then this video.
