Pro cycling, the tour especially, has never wanted to stop riders doping, it is only publicity that has forced them to do anything.
Doped riders are faster in much the same way doped batters hit further.
If the tour could they would quietly let the riders go back to what they have always done. Tom Simpson died of a heart attack brought on by amphetamine use on the summit of the Ventoux in '67.
