Yup, English football penalizes teams heavily for going into administation.
Leeds United I believe were docked points twice and dropped to league 1.

An unrelated story, an Australian co-worker of mine was telling us a story the other day that in Australian rugby, one of the teams was caught cheating and going over the salary cap, they got docked all the points they had gained so far and were not allowed to gain anymore points win or lose to ensure they would finish the season at ZERO!

That's insane.
