It's not so much
Calgary that wouldn't do it in this case as it is the owners/developers of the site (just south of Elbow River Casino). What you see will never get built because the point of these renderings was basically just someone saying "just for curiosity's sake, what if we built some really tall buildings here" without ever intending to actually do it.
Something substantial will probably be built there at some point though, just not this big.
