Not sure what you mean by ''constitutional consensus'' but I would argue that WAS how it got passed. It was decided that a majority could not decide a civil rights issue, and that gay marriage was a right as defined in the constitution or Canadian charter of rights and freedoms.

Now I guess this was ''decided'' by the ruling party at the time, but I don't remember a huge backlash either at the political level or the citizen level. Yes there were pockets of opposition in both levels, but they were small as actual percentages of the populations.

And one only has to look at poll numbers and news articles to see VERY CLEARLY that Canadians are more tolerant in this issue compared to Americans. (even if you which to discount the actual laws, as an indicator, which I wouldn't) Though I think you yielded that anyway later in your post.
