According to the random Yahoo answers thing I found the team higher in the ascending order gets to choose, so Netherlands could wear white or orange if they wanted to.

It's not compulsory that if one team wears the home kit the other should wear the away kit. Only when the colours are same for example Australia vs Brazil. In this case neither Australia nor Brazil are hosts of the World Cup so by ascending order Australia comes first so they get to decide which jersey they will wear. If Australia decides to wear the home kit then Brazil has to wear it's Away Kit because the home kits of the both the teams are of the same colour. If the hosts of the World Cup are playing then the hosts get to decide which jersey they will wear.
