Default Class 3 license

I don't know how to search for it without making a million other threads come up so I'll just start a new one.

Whats the deal with having a class 3 to drive a tandem? Instructor person says you need an air brake course, even if you have farm plates, SK driving trainer guy says the same thing, but the book says you don't.

According to book, "Drivers of single motor vehicles registered as farm vehicles do not require an air brake "Q" endorsement."

Now I'm confused. Is there is a lower level air brake course you need?
